Hadith 34 of 42
Title
Changing evil
Translation
Whoever among you sees evil, let him change it with his hand. If he cannot, then with his tongue. If he cannot, then with his heart — and that is the weakest of faith.

Commentary
The three tiers of responsibility scale with capability: authority, speech, inner rejection. 'Weakest' doesn't mean 'optional' — it means even the one with no power must not normalise what Allah has forbidden.
